Job Purpose

The Department of Social Development, Western Cape Government has opportunities for seven (7) suitably qualified and competent individuals to render care and developmental life space work of a routine nature to resident(s) (children, youth, adult(s) or service user) in need of care / in conflict with the law. These posts are stationed as follows: Bonnytoun, Clanwilliam, Horison, Outeniekwa, ROAR, De Novo and Vredelus.

Minimum Requirements

A Grade 12 qualification (Senior Certificate or equivalent qualification) Experience: Grade 1: No experience; Grade 2: Minimum of 10 years appropriate experience in Child and Youth Care Work after having obtained the required qualification.

Recommendation

Relevant qualification that allows for registration with the South African Council for Social Service Professions (SACSSP); Registration with the SACSSP as a registered Child and Youth Care Worker.

Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Job Purpose

The Department of Transport and Public Works, Western Cape Government (WCG) has an exciting employment opportunity for a suitable individual who would like to make a difference through directing all aspects of the sub-programme for management and implementation of capital and maintenance health infrastructure projects in the Western Cape. This post is based in Cape Town.

Minimum Requirements

Undergraduate qualification NQF 7 as recognised by the National Qualifications Framework in the built environment (Architecture, Construction Project Management, Engineering, Landscape Architecture, Property Evaluation, Quantity Surveying) as per the Council for the Built Environment Act (N0. 43 of 2000); A minimum of 6 years’ middle/senior managerial experience; A minimum of 3 years’ experience in an Infrastructure environment; A valid code B driving licence.

Recommendation

Infrastructure delivery experience in or to the Public Sector; Professional registration with the applicable council within the built environment; Working experience of contract documentation and administration.

RESPONSIBILITIES:

Providing fiscal support on MasterCard Foundation Scholarship funds. Working with and supports the Foundation Finance manager, University finance office and Program staff in developing, implementing and providing ongoing financial oversight to the funds management operations; Ensuring the appropriate use and accurate reporting of all financial transactions on the fund;

The successful candidate’s responsibilities will include, but are not limited to:

  • Work with the Manager to develop the annual budget for the Program;
  • Comply with UP financial policies, regulations and procedures, including procurement;
  • Reconciling daily, monthly and yearly transactions;
  • Monitor expenditure on a monthly basis and report to the Manager;
  • Provide monthly reports (awards, reconciliations, management information, etc.);
  • Developing an in-depth knowledge of organisational products and process;
  • Perform reconciliations (donor funds received; awards to Scholars; cost centre reconciliation) against budgeted amounts;
  • Handle audit enquiries received from internal auditors/ external auditors and donor.
  • Escalate irregularities to Manager;
  • Collaboration with MCFSP staff on students selected and their financial needs- fees, visas, flights, accommodation, other costs;
  • Receive and check financial agreements (pay out forms) for completeness;
  • Forward bursary documentation to donor where applicable (e.g. agreement forms signed by students, reports, etc.);
  • Schedule travel allowances and related costs for students;
  • Prepare claims (agreement forms and control list) or invoices and provide system upload files to enable disbursement to students;
  • Award bursary amounts to student accounts in terms of criteria/ regulations and within the budget;
  • Perform monthly scheduled payments and ad-hoc payments to students according to scholarship rules;
  • Approve invoices and reconcile expenses related to various activities managed by the Program.
