Senior Administrative Officer at University of the Witwatersrand

Key responsibilities include the following:
  • Draft, facilitate and co-ordinate the preparation and finalization of tender input documents including but not limited to Business Case, Scope of Work, Criteria; in conjunction with the relevant operational personnel
  • Facilitate the process in collaboration with Procurement
  • Consult with all stakeholders, in order to determine their service requirements, and advise on best practices, market trends, and industry norms
  • Participate in the selection process
  • Participate in the contracting phase and finalise the contract
  • Co-ordinate and facilitate the entire process in terms of newly appointed service providers including but not limited to time schedules, preparation of premises before hand over, formal hand over etc
  • Facilitate Post contractual phase in terms of close out docs, termination of contract, asset handover etc
  • Monitor administrative contractual compliance of Service Providers by liaising with the relevant departmental staff member
  • Revise contract appendices i.t.o. annual price adjustments, service variations etc, as and when required
  • Monitor tenant lease agreements
  • Co-ordinate with relevant Operations management the process of putting any leases out to tender
  • Develop and maintain a contract control register in collaboration with the relevant Departmental Staff member to document completion of administrative duties in line with the contract
  • Control the tender and contract folders in the Services share library to ensure they are kept current and relevant, with access restricted Maintain records related to proof of legislative compliance by Service providers such as B-BEE Certificate, CoC, CA, SARS Clearance, Liquor license, UIF etc
  • Direct departmental activities to ensure milestones are reached in line with the Departmental Strategic Goals
  • Conduct periodic Vendor Management meetings with relevant stakeholders. Minute taking and distribution
  • Implement the departmental communication strategy with different stakeholders
  • Compile and submit reports timeously
  • Collate necessary statistical data required for the budgeting process
  • Document departmental activities to ensure milestones are reached in line with the risk analysis
  • Design and manage schedules to assist other staff to dedicate adequate time to administrative duties in spite of heavy operational demands
  • Compliance to POPIA

Requirements:
  • A Bachelors degree in Business Administration or Commerce
  • Certification in Project management or CIPS or studying towards, will be advantageous
  • Minimum of 3 Year’s experience in a senior administrative role in a diverse service delivery environment, with experience in tenders, and performance
  • Proven administrative leadership and management ability in the areas of strategic planning and organizational development
  • Experience in researching, analysing and interpreting of complex information and production of clear verbal and written reports
  • Development, monitoring and maintenance of management information systems
  • Working knowledge of best practices and legislative requirements in relation to service delivery within a diverse service delivery environment
  • High level of computer literacy in Microsoft Office
  • Vendor performance management, by measuring, analysing , managing and reporting on Vendor’s contractual obligations and performance

RESPONSIBILITIES
:

The incumbent will be responsible for, but not limited to, the following:

  • Assisting sponsors with Memorandums of Agreement and with the following:
  • Enquiries;
  • Accounts;
  • Progress reports (academic records);
  • Requesting invoices for sponsors from the Debtors Division;
  • Refunding sponsor’s unspent funds due to plan cancellations, drop of courses and or meals not taken; Allocating bursaries to accounts receivable according to type of donor (government provincial municipalities, sundries);
  • Awarding and disbursing bursaries to student accounts;
  • Scheduling monthly payments for undergraduate & postgraduates (allowances, meals and rent, etc);
  • Receiving completed disbursement forms and supporting documents and executing quality control;
  • Assisting with registration of students at the beginning of the year;
  • Assisting with system testing and development in PeopleSoft when necessary;
  • Performing quality control of tuition levies;
  • Paying the awards over to the student accounts;
  • Filing all bursary documentation (letters, awarding docs and docs regarding payment to sponsors);
  • Approving disbursement requests as per disbursement policy;
  • Executing ad-hoc tasks delegated by the Division management;
  • Dealing with enquiries made by the CSC/satellite campuses, students and stakeholders;
  • Communicating to students and stakeholders via e-mail, sms and letters; Preparing monthly statistics and reports for the manager of the Division.

 


MINIMUM REQUIREMENTS:

  • Diploma or equivalent with Accounting as a subject.
  • Three years’ experience in financial administration.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Have an excellent written command and comprehension of the English language, including a satisfactory knowledge and understanding of formal business writing and editing.

 

In addition, this role calls for an active listener, exceptional attention to detail, excellent organisational skills and the ability to distil complex discussions into concise, coherent and accurate formal minutes, focusing on the most critical information. Time management, problem-solving, speed and accuracy, and multitasking are essential. Proficiency in using modern tools and software for recording, formatting, and distributing meeting minutes will be an advantage. The successful candidate will work with confidential information and must therefore demonstrate a high level of professionalism, ethics, and integrity in all aspects of the role.

 

Based in Cape Town, you will report to the Board Secretary and will: Perform a full secretariat (not secretarial) function to assigned committees or the Board. Compile professional formal storyline company minutes with accurate interpretation towards 100% accurate resolutions [not actions list type minutes]. Organise committee activities and arrange Board and committee-related events. Attend assigned committee meetings and selected Board meetings as required and produce accurate, professional PDF meeting e-packs and compile formal minutes of assigned meetings. Reviewing, uploading and sharing of committee-assigned meeting e-packs and any other meeting documents on the organisation’s Cloud. Maintaining official records of all meeting packs and related documents per the organisational prescripts, for purposes of regular audit queries, ministerial enquiries, or legal and internal requests for information. Assist with other functions, including the arrangement of closed hearings and public hearings.

 

The minimum requirements are a relevant 3-year degree/diploma with a minimum of 1-year relevant experience or, a Grade 12 with a minimum of 3 years’ relevant experience.
